A pair of needle nose pliers make the job easy. They can cut the wire to the length needed and bend a little loop at the end of the wire after each flower goes on to hold them in place. The flowers can usually just be popped right off the stems of whatever bunch they come on.
Basically, stems with flowers or beads and pearls are wrapped around the headband like this. But, probably the flowers won't be on a usable stem. You need to buy a package of stem wires like these. The pearls I purchased for the princess head piece came already on wires like this. I found them in the bridal section at Joann's. You can simply use a purchased plastic headband for the girl, but for the doll a headband needs to be created. Length of 1/4" elastic works well. Once the correct length is determined, the ends can either be sewn or tied with a square knot. But, the flowers are wrapped in the same manner around the elastic as they are around the plastic headband. After all the flowers or pearls are in place, first cover all the sharp ends of the wire with generous globs of hot glue. Then use more hot glue to attach the trim that will cover the headband or elastic. Do sections at a time starting on one end and working toward the other. Allow the trim to stand up somewhat while covering the twisted wire. This is what it will look like from the back. And here is the front.
